Retired U.S. Army COL Annette Tucker Osborne is the current President of the Brooklyn, NY Chapter of the National Association of Black Military Women. On January 14, 2023, she will be installed as the National President of the National Association of Black Military Women overseeing all of the NABMW Chapters in the United States.

Dr. Annette Tucker Osborne, DHA, COL (Ret), devoted 29 years of military service. Her assignments have been numerous and have also included a mission in El Salvador and a deployment to Kuwait, Operation Enduring Freedom (OEF). During that deployment, she taught medical personnel in Kazakhstan which is a transcontinental country located mainly in Central Asia and partly in Eastern Europe. She also taught medical personnel in Bahrain, an island country in Western Asia. She received fifteen separate commendations for her service, including the Legion of Merit.

In addition to installing Dr. Annette Tucker-Osborne as National President of NABMW, the Ceremony will include the installation of nine other officers that will make up the new Executive Board for NABMW on January 14, 2023. The incoming and continuing officers are as follows: MAJ (Ret) Deidre Darden, LTC (Ret) Christine Lewis, COL (Ret) Cheryl Adams, LTC (Ret) Ida Goodwine, SSG (Ret) Judith Cotten, CW2 (Ret) Latia Suttle, MAJ (Ret) Stanlee Richards, SGM (Ret) Melissa Jones, and COL (Ret) Irma Cooper (VP of Operations 2023-2025).

The ceremony is inspirational in nature and leaves the officers and the community with a sense of appreciation for the military service of black women such as the women who served in the 6888th Central Postal Directory Battalion and many more and the volunteers who have taken an oath of office to continue carrying out the mission of NABMW.

Tonya Bradsher, the Chief of Staff for the Department of Veterans Affairs, was one of the speakers for the NABMW 22nd Biennial Convention this year in 2022. Her virtual remarks to the NABMW leadership and members expressed that she would make sure women's services, data outcome, diversity, equity, and excellence were provided to black women veterans as well as to all veterans.

As Chief of Staff, Ms. Bradsher is the senior advisor to the Secretary and Deputy Secretary in the federal government’s second-largest Cabinet department, with a budget of more than $246 billion and over 424,000 employees serving in VA medical centers, clinics, benefits offices, and national cemeteries.
Ms. Bradsher is a Combat Veteran who served for 20 years in the United States Army.

Her military awards include the Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, and Joint and Army Commendation Medals.

Her major assignments included being a Spokesperson on the White House National Security Council for the Department of Defense, Asia, Africa, Western Hemisphere, counter-terrorism, and detainee policies; Defense Press Officer in the Office of the Secretary of Defense for Public Affairs at the Pentagon; Brigade Public Affairs Officer during Operation Iraqi Freedom, Deputy Public Affairs officer, 8th U.S. Army; Commander, Delta Company 516th Battalion, and Executive Officer, 1st Replacement Company, 8th Personnel Support Command.

She was the first African American appointed by President Barack Obama to serve as Assistant Secretary for Public Affairs for the Department of Homeland Security. She oversaw public outreach, media, and incident communications efforts and served as the principal communications advisor to the Secretary. Prior to joining DHS, she served at the White House as the Assistant Director, of the Office of Public Engagement, where she led Veteran, Wounded Warrior, and Military Family Outreach initiatives.

NABMW has a few distinguished speakers lined up for the upcoming ceremony in January 2023. One of them is Retired Colonel Terrance Holliday who served 40 years in the Air National Guard and the Air Force Reserve.
Besides his military service, Holliday was a Special Investigator at Allstate Insurance. He also taught Aerospace History and National Security for the Air Force ROTC Detachment at the New Jersey Institute of Technology.
After leaving the military, Holliday was the Commissioner of the New York City Mayor’s Office of Veterans’ Affairs, where he advised on issues and initiatives affecting the veteran and military community.

Commissioner of the New York City Department of Veterans’ Services Mr. Hendon will also be a speaker for the NABMW Installation of Officers Ceremony on January 14, 2023. Mr. Hendon leads the Department to provide the city’s veterans with essential services and programs focused on pivotal areas, such as economic empowerment, housing security, benefits, health and wellness, and culture. As a Lieutenant Colonel who continues to serve in the Army Reserves and Combat Veteran who has deployed to Iraq and Afghanistan he illustrated a sincere commitment to ensuring his fellow veterans have access to services.

The NABMW Installation of Officers Ceremony will take place at the Black Veterans for Social Justice Headquarters in Brooklyn, New York.
