Beginning on April 22, 1970, Earth Day became the largest civic observance on the planet, raising awareness, inspiring action. Decades since, the stakes have never been higher. Illegal waste littering and dumping still plague authorities -- State, Urban and National-- across the United States, injuring and killing hundreds of persons annually; marring public landscapes ultimately requiring mandated, taxpaid, multi-million-dollar clean-ups, said Steve Spacek, Director of the American State Litter Scorecard [litterscorecard.com] and a public performance specialist.
Spacek's Scorecard started almost 20 years ago, in 2008, by popular demand from impressed audiences attending research presentations on local and state efforts at American Society for Public Administration conferences. Too many believed the presentations deserved more widespread diffusion. Spacek added a website and started annual Earth Day press releases. Now, the work is promoted as "The Best at Reporting Where, Whose Is Littering and Dumping Waste in the USA," Thus, the Scorecard timely reports on these matters, from all 50 States and major US Cities and Counties. "Waste Littering and Dumping does assist in ending the lives of over 800 Americans each year. On average, three Americans a day. These incidents can occur anytime, under all types of weather," said Spacek.
Until three years ago the Scorecard focused exclusively on the nation's States and Major Cities over 275,000 population suffering the worst public spaces abatement situations taking the most lives, marring the most landscapes: California, New York City, Texas, Philadelphia, Louisiana, Memphis -- to name a few. Spacek also selected a list of Ten US State Capitol CITIES Suffering Outward Conditions that included Trenton, Austin, Baton Rouge and Columbia. After the November 2024 U.S. Presidential Election, a federal non-civilian authority group came under scrutiny by both national media and Spacek as a contributor to the public spaces littering and dumping conundrum. The Authority was identified in a published newspaper article as America's "Biggest Waste Polluter/Offender," more so than anyone else, not even a State or major City could rival its troubling outcomes. However, the authority has yet to acknowledge nor deny the author's newspaper allegation to the public. Spacek has been unable to obtain releasable Freedom of Information Act data about how many were annually injured or killed by waste-related incidents at or near dozens of the authority's domestic, non-civilian facilities.
