Vilnius, Lithuania Feb 11, 2026 (Issuewire.com) - With EU AI Act obligations taking effect in August 2026, a new Vilnius-based infrastructure startup is launching a technical architecture to address the compliance gap plaguing enterprise AI deployments. The company unveiled its Chain-of-Thought (CoT) capture technology, which the company describes as "the receipt printer for AI decisions."
The infrastructure addresses a critical technical void: while companies deploy AI for high-risk decisions in hiring, lending, and operations, most lack the technical architecture to document how those decisions were reached."

The implementation targets CoT-enabled models that expose intermediate reasoning steps. Quokkio's proxy layer intercepts API calls, parses thinking blocks, and structures outputs into cryptographically signed records containing input parameters, model logic, decision rationale, and human review timestamps.
