Dr Blackmon earned his medical degree from Meharry Medical College, Nashville, Tennessee. Meharry Medical College is a graduate and professional institution that is affiliated with the United Methodist Church. Founded in 1876 as the Medical Department of Central Tennessee College, it was the first medical school in the South for African Americans.
He completed his residency at Fletcher Allen Health Care, now known as University of Vermont Medical Center.
